A great place to find Quartz in Subnautica 2, especially during the early game, is inside Coral Domes.
These dome-like structures can be found across the bottom of the ocean, and they’re abundant in the starting area of the game. All you need to do is find a way inside, and look to the ceiling and walls, which should be littered with Quartz for you to collect!

The resource isn’t exclusive to Coral Domes, though, so you can find it quite easily scattered throughout the map. As you progress further afield, you’ll begin to see Quartz spawn in bigger and bigger chunks, but you’ll eventually need a Sonic Resonator to destroy them. Until then, these spawn points should serve you just fine.
