There is a long list of Mega Evolution Pokémon available in Pokémon Legends: Z-A, with respective Mega Stones unlocked through a variety of methods, but many of the Pokémon that boast a Mega form have special evolution requirements.
Eelektross is one of those with specific requirements to be obtained, as the task to evolve Eelektrik requires a particular item to be in your possession.
How to Evolve Eelektrik Into Eelektross in Pokémon Legends: Z-A

Eelektrik evolves into Eelektross in Pokémon Legends: Z-A when a Thunder Stone is used on the Pokémon, and no other requirements are necessary.
Immediately after you obtain Eelektrik, either by catching one or evolving Tynamo, the evolution into the final form of the evolution line, Eelektross, can be triggered—as long as you have a Thunder Stone available to use.
Thunder Stones are obtainable as rewards scattered around Lumiose City in hidden Pokéballs, as rewards for completing missions, and can also be purchased from the Stone Emporium—offering an unlimited supply, which is handy as the likes of Raichu and Jolteon require a Thunder Stone to be obtained.
Can You Catch Eelektross in Pokémon Legends: Z-A?
Yes, Eelektross is available to catch in Pokémon Legends: Z-A if you want to skip over the process of triggering Eelektrik to evolve, although you will be waiting a while.
Eelektross does not have any static spawns in Pokémon Legends: Z-A apart from an Alpha Eelektross appearing in Wild Zone 20. However, it shares this potential spawn location with a host of other Alpha Pokémon, including the likes of Tyranitar, Gyarados, and Aggron.
Additionally, the spawn for Alpha Pokémon in Wild Zone 20 can be blocked by the main story, as it is the same location where Zygarde waits for you to battle it in the post-game. If you’ve defeated Lysandre outside Hotel Z, no Alpha Pokémon will spawn underneath Prism Tower in Wild Zone 20 until you have defeated and caught Zygarde.
Due to these restrictions, the easiest way to obtain Eelektross is to use a Thunder Stone to evolve Eelektrik, particularly if you can also get your hands on its Mega Stone.
