The location of Maurice’s Black Market Vending Machine changes every Thursday and is currently found in Punitive Manufactorium.
This cave is located in the Terminus Range area of Kairos, with the nearest fast travel point being at the Heritage Opus Safehouse.
Maurice’s Black Market will remain at this location until September 26, when it will rotate to a new location. As the game has only recently launched, it’s unclear whether the cycle is random, or if it will follow a pattern.

How to Unlock Maurice’s Black Market in Borderlands 4
Maurice’s Black Market in Borderlands 4 is not unlocked until you complete the main story, and will not appear until this objective is complete.
Once the main story is completed, Ultimate Vault Hunter Mode is unlocked and several new missions become available. One of these is Ultimate Vault Hunter: Maurice’s Bounty, where you are tasked with tracking down Maurice’s Black Market Vending Machine.
When unlocked, the precise location of the vending machine is hidden and won’t appear until you’re in close range of it.
Full access to the Vending Machine is still restricted, however, until you have completed all four of the first Ultimate Vault Hunter Mode missions.
