I have been a city-builder enthusiast for over 10 years now, and this experience has led me to fine-tuning the selection process of what I consider to be amongst the best titles.
When I look for a new free browser game to try, there are typically four elements that I will consider. These are gameplay, storyline, historical accuracy, and degree of impactful decisions.
With that being said, I have compiled a list of the best free browser city-building games that I recommend you consider playing.
Elvenar
Released: | April 8, 2015 |
Developer: | Strategy, City-Building |
Genre: | InnoGames |
Elvenar is a city-building game that combines rich gameplay with impactful choices, right from the start.
Players are tasked with the challenge of taking a small settlement and transforming it into a thriving city as the game progresses through resource gathering and continuously upgrading buildings.
The comprehensive building system, world exploration, and dynamic strategic choices cater to various playstyles,
With regular updates and improvements based on community feedback, the gameplay feels continuously refreshed. This is a particularly important quality for me as a player.
The whimsical, medieval graphics and active community make Elvenar a valuable addition to any city-building enthusiast’s collection.
Why is Elvenar a good city-building game?
Elvena allows players to create a magical city, tailored to their preferences, from scratch.
Players can upgrade buildings, explore the World Map for new technologies, and obtain powerful Relics to boost production.
What sets this game apart is the impact of every decision. I made the mistake of not putting thought into some of my decisions, and it does affect gameplay.
One of the first decisions I made was choosing to be Elven or Human. I initially thought the game would just look different between the two choices.
I quickly found the gameplay is drastically different depending on which race you choose.
Whether players focus on trade, improve production, or lead troops in 3D battles, their choices significantly influence the city’s development and success.
One of the best features of this browser city-building game is its extensive building and upgrading system. Almost every building can be upgraded to enhance functionality and appearance, providing players with a sense of progression and investment in their city over time.
Seeing the appearance change with every upgrade is rewarding, giving you and others a visual of how much you’ve invested in your city. I love seeing my buildings change, becoming more detailed and fancy as I upgrade further.
The balance between resource management, city expansion, and building upgrades offers a satisfying strategic challenge, when properly managed.
I’ve noticed the importance of this when playing, as I initially ignored base expansion and quickly ran out of much needed space.
Elvenar City Building Tips for Beginners
- Stick to long, straight roads with small branches coming off when needed. From personal experience, this will maximize the usable space in your city, allowing you to build bigger and better things.
- Avoid circular layouts whenever possible. The number of buildings that can be placed on circular layouts is less than on straight layouts, leading to wasted space.
- Upgrade residences to maximize population and worker availability, and prioritize upgrading barracks, armories, mines, and foundries.
- When I started, I wish someone had told me to decide strategically between fighting and negotiating with neighboring cities to manage supplies and coins efficiently.
- Attacking everyone is not the best option as you are still growing. Negotiating with stronger neighbors can be beneficial, instead of losing a battle and your army. Balance your approach to minimize resource wastage and maximize gains
Forge of Empires

Forge of Empires is a free browser city-building game, in which players are challenged to build the best, most efficient city they can and compete against others to become the top civilization.
You start with a small settlement and grow it by building structures and researching new technologies.
It’s up to you whether you would like your empire to be known for its glorious conquests against its rivals, or its diplomatic expansions through alliances and trades.
In my experience it’s best to find a balance of both.
As your city expands, you can unlock new buildings, units, and upgrades that reflect the historical progress of civilization.
Combat in the game happens in turns when you try to conquer new territories or defend your own.
You can deploy different military units with unique strengths and weaknesses to overcome opponents on a grid-based battlefield.
Why is Forge of Empires a good city-building game?
Forge of Empires isn’t just a game; it’s a journey through history.
From the humble beginnings of the Stone Age to the heights of advanced eras, players experience the thrill of progression.
Each era unlocks a fascinating array of buildings, technologies, and units, making every step forward a rewarding experience. Watching your city evolve and flourish over time brings a sense of accomplishment and pride.
Every time I open my city I smile at all the upgrades, new troops, and available technologies I have. If you’re not careful, you could spend a lot of this game admiring the city you have built.
I was very impressed with the gameplay in Forge of Empires. It requires strategy and forethought, which I learned the hard way at first. Planning your attacks and negotiations will go a long way.
This balance is crucial for maximizing efficiency and ensuring your city thrives.
The turn-based combat system adds another layer of strategy, demanding careful maneuvering of units on the battlefield to secure victory.
Every decision you make shapes the future of your city. The journey through history is not just about progressing through the ages but about mastering the art of strategy and the opportunity to create and conquer.
Forge of Empires City Building Tips for Beginners

Rise of Cultures allows you to participate in history and experience it firsthand.
There is a strong emphasis on historical accuracy here. Each era, from the Stone Age to the Middle Ages, is recreated with detailed architecture, technologies, and societal norms.

The title offers a satisfying loop combining city building and strategic elements. Players must manage resources, expand their settlements, and research new technologies.
This gradual and rewarding progression provides a sense of accomplishment as your civilization grows from humble beginnings to a thriving empire.

Rise of Cultures City Building Tips for Beginners
- Be thoughtful with expansion. Carefully place new buildings to use space and resources efficiently and complete combat stages to unlock new lands and increase potential resource production. Aim to balance expansion with creating a good and defendable city layout.
- Make sure to upgrade your buildings and perform research evenly. Putting all your resources into one aspect of the game will make it harder for you as you struggle to level up in other areas. If you spread out your resources, you’ll find that your overall progression and enjoyment will be higher.
- Complete missions and quests to earn rewards like resources, technology upgrades, and currency. Missions can give you guidance and resources to progress faster. Focus on missions that match your goals and needs. This helped me when starting out to gain the resources I needed to become stronger.
