Well, Call of Duty’s fanbase has looked into the deeper meaning behind Black Ops 7’s ESRB Rating Summary. At least one of these answers looks to have been given.
Black Ops 7 Features Weapons Skins That Sound Like Black Ops 6 Cosmetics

The Black Ops 7 ESRB rating summary (through Charlie Intel) says: “Some weapons feature marijuana/joints/paraphernalia: players’ character inhaling marijuana from a bong-like structure attached to a rifle; players’ character smoking joints or inhaling through bongs as part of execution sequences.”
Immediately, replies to Charlie’s post feature frustration from players. “Lost me at the smoking marijuana joints and bongs. Can’t wait to see a bunch of nerds running around in multiplayer with their bong and joint skins,” said @BrickedUpPizza.
However, other users have cottoned onto the supposed reason behind this: Carrying on content to Black Ops 7. “Great, so carry forward is happening then because they are describing the Lizard Weed bong bundle from BO6,” said @marcuss6924.
The bundle is better known as the ‘Dank Days’ pack, featuring marijuana-related cosmetics. So, it’s likely your paid comsetics are available in Black Ops 7, and it’s sparking fears that the game will continue the recent trend of having novelty content and microtransactions in the series.
Call of Duty: Black Ops 7 officially rated M by ESRB “As players try to prevent a tech titan from gaining power, they use pistols, machine guns, assault rifles, and explosives to kill various enemies (e.g., hostile soldiers, robots, creatures).”
