What makes a game deserving of a remake/remaster?

To you, what are a few things that a game must be to deserve a remake or remaster treatment.

For example I think the game must be from at least 2 console generations ago, so it actually benefits from the work. Horizon ZD did not at all need a remaster, don't even start on TLOU.
 
I think the biggest thing its the "want" do people want to play a remake. You've said dont start on the Last of Us. Personally I think a game that good absolutely has deserved the remakes it has gotten. Remember we dont have to buy them, TLOU came out on the PS3 and it was Naughty Dog themselves that remade them. This wasnt a GTA remake from some other company as a cash grab.

TLOU part 1 (the full remake) is worthwhile imo. But did the original tlou need that ps3 to ps4 remaster? And tlou2 getting remastered was basically a £10 (if you owned tlou2) loading time patch.

As for the "want" part I don't think anyone could disagree with you on that being the biggest factor for deserving lol That's literally the point.

There is absolutely 0 doubt in my mind that a RDR1 (+ DLC) remake in the new games' engine is wanted by a tonne of people worldwide following the success of RDR2 and would have made at least 10x more money than the frightfully dull, in comparison, remaster.

Unfortunately for us a lot of games from ps3/xbox 360 era, and earlier, are fan favourites and yet becoming more and more inaccessible on modern consoles and even PC (unless you emulate them and even that is being chipped away at). So many of which would sell well from introducing a remastered/remade version across consoles and pc.
